Canada: Foreign national quotas announced in Quebec

The volume of foreign nationals in Quebec for 2016 has been determined to be between 48,500 and 51,500, according to the plan submitted by the Minister of Immigration, Diversity and Inclusion to the National Assembly. This is the same amount as in 2015.

The accepted amounts of foreign nationals will be:

  • between 31,500 - 33,500 in the economic immigration category;
  • between 25,500 and 27,000 skilled workers;
  • between 5,200 and 5,500 business travellers; and
  • between 10,500 and 10,900 in the family class category.

Since a larger volume of refugees is expected in 2016 (between 6,000 and 6,600), the quotas for other categories were adjusted, with the exception of the economic immigration category, which remains unchanged.

A new consultation will be held in 2016 to determine the next immigration planning period.

What This Means for Employers

Foreign nationals and employers seeking to send foreign workers to Quebec should not expect much change in 2016 as far as quotas.
