New Express Entry Scoring System Means Faster Selection for Labour Market Impact Assessment-Exempt Work Permit Holders.

On or after November 19, 2016, permanent residence candidates applying through the Express Entry program will be subject to a new scoring system, according to new ministerial instructions issued by Immigration, Refugees and Citizenship Canada.

The most notable changes and their results include the following:

Immigration, Refugees and Citizenship Canada (IRCC) is conducting its 41st Express Entry draw today.

IRCC will issue 750 invitations to those who have submitted an Expression of Interest to apply for permanent residence.

The minimum qualifying score for this draw is 538, a substantial increase from the last draw’s qualifying score of 490.

Canada: Labour Market Impact Assessment exemption created for television and film production workers

On or after February 17, 2016, foreign nationals in the television and film industry will be eligible for an exemption from the Labour Market Impact Assessment (LMIA) requirement under the International Mobility Program.

The exemption will apply to essential television and film production workers regardless of whether the production is foreign or Canadian and whether it is filmed entirely or in part in Canada.

Canada: New online employer portal should be used immediately

On October 26, 2015, Citizenship and Immigration Canada (CIC) introduced a new electronic system for employers to submit Offers of Employment for Labour Market Impact Assessment (LMIA)-exempt foreign workers (including intracompany transferees, professionals under the North American Free Trade Agreement, and International Experience Canada participants), called the Employer Portal. Official guidance suggests that employers should begin using the Employer Portal.
